RJ4All is inviting you to join us on Tuesday 15th September 2026, for the opening conference of Restorative Justice – the evidence, a pilot project started in June 2025 and funded by the Youth Endowment Fund (YEF) that aims to build the evidence base for restorative justice within the youth justice system in England and Wales.
This conference will bring together all pilot Youth Justice Service (YJS) teams, alongside the YEF, the Youth Justice Board (YJB), RJ4All, Coram, and other Youth Offending Teams. The event aims to raise awareness of the project, formally launch the recently published Shared Practice Model Guide, present its key principles and outline our vision and ambitions for the project.
The conference takes place at a significant moment for the sector, following the Ministry of Justice’s recent White Paper on Youth Justice Reform and Delivery Plan setting out a comprehensive programme of reform to modernise the system (Ministry of Justice, 2026), to which RJ4All responded through its third Policy Brief. It provides a timely opportunity to reflect on the role of restorative justice in supporting the youth justice system and to facilitate collaborative discussions on how best to improve the current system for young people.
The event is sponsored by Youth Justice Board

About the project
RJ4All International Institute is the Delivery Partner responsible for designing and implementing a Shared Practice Model (SPM) for restorative justice in partnership with 10 Youth Justice Services (YJSs). The project will support a pilot Randomised Controlled Trial (RCT) alongside a comprehensive Implementation and Process Evaluation of direct and indirect restorative justice interventions involving children and young people who have offended. The evaluation is being conducted in partnership with the Independent Evaluation Partner, Coram. The project is supported by the YJB.
- The project is delivered in three phases
Co-Design and Planning Phase
1 June 2025 – 28 February 2026
This phase focused on the collaborative development of the Shared Practice Model (SPM) and the co-design of a feasible Randomised Controlled Trial (RCT) with Coram.
Delivery & Evaluation Phase Stage 1
1 March 2026 – 1 October 2026 (Ongoing)
During this phase, RJ4All delivers structured training and implementation support to the 10 participating Youth Justice Services, preparing them to implement the Shared Practice Model.
Delivery & Evaluation Phase Stage 2
1 October 2026 – 1 June 2029
During this phase, participating YJS teams will implement the Shared Practice Model for consenting cases and parties, through an RCT design evaluated by Coram. RJ4All will continue providing hands-on support, including through quarterly SPM fidelity assessments, ongoing resources and training, and a tailored Case Management System to ensure data collected is high quality, consistent and confidential. This phase will generate robust evidence to determine whether a full-scale evaluation of restorative justice within YJS across England and Wales can follow the three-year pilot.
